With the advent of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) there is an urgent and pressing need not only for quality, cross-nationally comparable data on disability but also for the disaggregation of SDG indicators by disability status. The sustainable development goals represent one of the greatest opportunities afforded persons with disabilities to transform their daily lives in a positive way; to work towards inclusion and to become part of the society; to ensure that no one is left behind. A module on child functioning developed by UNICEF and the Washington Group on Disability Statistics (WG) for use in censuses and surveys reflects current thinking around disability measurement and is intended to produce internationally comparable data. The Child Functioning Module (CFM) was developed in response to limitations of the Ten Question Screening Instrument (TQSI) for use in surveys and builds on the WG Short Set (WG-SS) of questions that was designed to capture disability in censuses, particularly among the adult population.
