Market constraints, misallocation, and productivity in Vietnam agriculture
Publication date: Available online 14 February 2020Source: Food PolicyAuthor(s): Stephen Ayerst, Loren Brandt, Diego RestucciaAbstractWe examine important changes in agriculture in Vietnam in the context of ongoing structural changes in the economy. We use a household-level panel dataset and a quantitative framework to document the extent and consequences of factor misallocation in agriculture during the period between 2006 and 2016. Despite rapid growth in agricultural productivity and a reallocation of factor inputs to more productive farmers, we find that misallocation across farmers remains high and increased during th...

Rental markets, gender, and land certificates: Evidence from Viet Nam
Publication date: Available online 14 February 2020Source: Food PolicyAuthor(s): Luciano Ayala-Cantu, Bruno MorandoAbstractIn developing countries, a significant share of land transactions occurs among closely related parties and often does not entail any specific compensation (in-kind or monetary). Despite the prevalence of these non-market or informal transactions, the literature has paid little attention to the determinants and consequences of these exchanges. In this paper we shed light on the role land use certificates play on the agreed compensation of rental agreements when landlords, particularly those with weaker ...

Conceptualizing sustainable diets in Vietnam: Minimum metrics and potential leverage points

Khoury, Andrew D. JonesAbstractA major barrier to achieving sustainable diets is the lack of clearly defined and agreed upon intervention points that will positively influence multiple sectors of the food system. There is an urgent need to understand what policy approaches and interventions will most effectively enhance the sustainability of diets in rapidly urbanizing low- and middle-income...

Standards, trade margins and product quality: Firm-level evidence from Peru
Publication date: Available online 7 February 2020Source: Food PolicyAuthor(s): Daniele Curzi, Monica Schuster, Miet Maertens, Alessandro OlperAbstractThe ongoing debate on whether agri-food (public) regulatory standards are barriers or catalysts to trade is particularly pertinent for developing countries who are often standard-takers. Current evidence on the trade effects of regulatory standards is ambiguous. In this paper, we give a contribution focusing on the firm heterogeneity trade effects of (different) types of agri-food standards, considering firm-level exports from Peru. Particular emphasis is given to standards ...

Food insecurity, gender, and international migration in low- and middle-income countries
Publication date: Available online 6 February 2020Source: Food PolicyAuthor(s): Michael D. Smith, Maria S. FloroAbstractThe determinants of migration have been widely studied but research has rarely addressed the roles of food insecurity and gender in the migration decision process. To address these gaps, we examine these relationships for 135,078 individuals across 94 low- and middle-income countries. We use a series of binary-choice models with sample selection and data from the 2014–2015 waves of the Gallup World Poll Survey, which includes the first global measure of individual-level food insecurity. Results, which a...

Determining famine: Multi-dimensional analysis for the twenty-first century
This article argues that a more multi-dimensional view is required for a full understanding of famine, including not only severity but also the magnitude of the crisis, the temporal dimension or duration, and the spatial dimension or geographic specificity of the crisis. The article draws on recent experience of famine analysis in Nigeria, South Sudan, Somalia, and Yemen to demonstrate the way in which our current analytical perspective misses critical dimensions of famine, and the consequences of this for analysis, prevention, and response. A more multi-dimensional perspective sheds new light on famine dynamics, but also ...

Viewpoint: A view on the key research issues that the CGIAR should lead on 2020–2030
Publication date: Available online 23 January 2020Source: Food PolicyAuthor(s): Lawrence HaddadAbstractHow should the CGIAR's research programme be focused to make it as impactful as possible given the changes being faced by the world's population over the next 10 years? This viewpoint suggests a firm emphasis on research needed to unlock the potential of food systems to deliver improved nutrition, environmental sustainability and stronger livelihoods, with a focus on the tradeoffs and synergies therein.
