The Daily Telegraph reports that older people are being betrayed by a system that cannot afford to look after them, says Prof Ashton, the incoming president of the Faculty of Public Health. He also said the fragmentation in public health and other sectors of the health service would put children and vulnerable adults at risk of abuse because the various agencies involved in their care were being split up.
