Do we scattergun statin prescriptions?

My sunday paper this morning has a story covering a Plos One article about statin prescription in primary care saying that up to 4 million people have been wrongly placed on statins in primary care. Is this an effect of the QoF framework distorting prescribing , the worried well effect or that risk prediction however we do it is an inexact science? Personally I'm not sure and reckon it is all 3! sadian
