'Accelerating R&I Excellence in High-Potential Countries and Regions in Europe' session at the European Week of Regions and Cities - 11 October 2018, Brussels, Belgium

The main trend in the EU-28 research and innovation (R&I) performance is the emergence of a more nuanced divide between countries and regions. The European Commission's DG RTD in partnership with DG REGIO wish to gain insights into national experiences in order to help improve R&I performance throughout the EU. The existing 'pockets of excellence' can provide valuable examples that could potentially be replicated or scaled up with the help of the EU's next R&I funding programme, Horizon Europe. What key national measures beyond EU intervention can build strong national R&I ecosystems? How to improve research management and the responsiveness of governments to newly emerging scientific and social issues? How to enhance synergies between funding sources and policies at different levels to ensure a coherent support of the entire R&I spectrum across the EU?
