Health expenditure data for policy: Health accounts, national accounts or both?

One of the key questions of policy makers in the healthcare system is: “How much do we spend on health?” [1] Several subjects for analysis can be derived from this central question, e.g. financial access to care, resource allocation, national planning, budgeting, and monitoring [2]. Policy interests are broad and include health and social services. To analyze these subjects, several financial and statistical frameworks are used, such as the government budget, National Accounts and Health Accounts.
