The use of preventable hospitalization for monitoring the performance of local health authorities in long-term care

According to the OECD, with the share of the population aged 80 years old or over increasing, by 2050 Italy will be one of the oldest populations in an OECD country [1]. By 2030 it is estimated that around 9% of the Italian population will be over 80 years old [4]. Moreover, public expenditure on long-term care (LTC) in 2007 was estimated at 1.7% of the Italian GDP [7], and it can be expected to grow. As society ages, well-organized health support and personal care will be increasingly needed. In the light of this challenge, to ensure the suitable delivery of care policy makers should control its provision at the local health authoritylevel.
