Newest policy developments regarding surrogate alcohol consumption in Russia

Recently, we described the changes in Russian alcohol control policy between 2005 and 2017 and highlighted the need for more comprehensive policies on unrecorded alcohol (Neufeld& Rehm, 2017). On October 9th, policies on surrogate alcohol unfortunately got temporarily less restrictive, increasing availability of surrogates and decreasing consumer safety with respect to unrecorded alcohol. Surrogate alcohol is alcohol, which is not intended or not officially intended for human consumption and is defined as a sub-category of unrecorded alcohol, which is not reflected in official statistics, but it is consumed as a beverage nonetheless (Lachenmeier, Gmel,& Rehm, 2013).
