Student finance wont tell me if I qualify!

I told student finance I have a level 4 diploma and a level 5 diploma and that I want to study medicine which is level 6 and they couldn't tell me if i'm eligible for all years of a medical course and told me to just make an application and see what happens. Why don't they know how their own system works? I know about the ELQ rules which mean I should qualify but I keep reading about weird stuff where they take every year you have studied above level 3 and minus it from your years of funding for a degree where 2 years of higher education (level 4 and 5) mean you get 2 less years of funding on your degree course. Does anyone know anything about this?
