Chicago Tribune: Mayor Rahm Emanuel will announce Tuesday a new program that converts defunct newsstands into healthy food kiosks. The city will issue its first Emerging Business Permit to e.a.t. spots, a micro-retail sidewalk shop that sells salads, wraps and grab-n-go foods. The first location opened Monday at 368 W.
