In 2007, the Centers for Medicare and Medicaid Systems (CMS) ushered in an era of performance measurement with its Physician Quality Reporting Initiative, later named the “Physician Quality Reporting System” (PQRS), a program that offered financial incentives to qualified providers to report quality measures to the CMS. In anticipation of the need for quality measures, the American Academy of Ophthalmology supported and worked with the American Medical Associatio n's Physician Consortium for Performance Improvement to convene the Eye Care Workgroup to develop performance measures on which providers could report.
