A government policy on full-time nursing employment in Ontario, Canada: An evaluation

As the health care labor market continues to change, employers are becoming increasingly concerned about maintaining their workforces. Workforce stability is affected by economic cycles, seasonal variations and growth in the demand for health care. Of particular note is the trend towards precarious employment —jobs with a higher than normal uncertainty around pay, hours and job security—and the consequences for health professionals and delivery of care [1–6]. To offset the increase in temporary and part-time work, the Ontario Ministry of Health and Long-Term Care (MOHLTC) developed the Nursing Grad uate Guarantee (NGG), an employment policy targeting new graduate nurses (NGNs).
