Scottish welfare measures 'give with one hand and take away with the other

SCOTLAND is set to become the first administration in the UK to ban the use of wild animals in travelling circuses, following the introduction of a new Bill to the Scottish Parliament last week. The Wild Animals in Travelling Circuses (Scotland) Bill will prohibit the use of any wild animal in a travelling circus in Scotland on ethical grounds. Roseanna Cunningham, Scotland's cabinet secretary for environment, climate change and land reform, said that the Scottish Government took animal welfare seriously: ‘The Bill we have introduced today bans the use of wild animals in travelling circuses, which is widely considered to be morally unacceptable in the present day.’ She also confirmed that, following a consultation exercise last year, the Scottish Government would be taking a number of steps to strengthen animal welfare legislation in Scotland, including:  Introducing measures to require the registration and licensing of animal shelters and rehoming activities;...
